The parent object for items.

_NOT_MOVING <boolean>/false true: The item is moving down the screen. false: The item is moving in a different way.

Create 1 Set local variables to default values.
Step 1 Regulate movement. In GMTE, an item will start moving towards the player if they are holding shift and either above the point-of-collection or close enough to it. If the player is at maximum power, getting above the POC is all it takes.
End Step 1 Call _DESTROY_IF_OUTSIDE_BOUNDS().
